In Hungary, a waste transportation licence issued by the regional (county level) or nationally competent environmental authority is required to transport waste.

It is necessary to apply for a waste transportation license in that case if a transport company does not keep waste on its site, but delivers it on customer’s authorisation from among the locations specified by the customer.

A waste transportation license can be obtained at the county level from the regional environmental authority or at the national level from the Environmental Protection and Nature Protection Department of the Pest County Government Office.

According to the Decree 439/2012 (XII.29.) ,annex 7. § on the Registration and Authorization of Waste Management Activities the application for waste transportation license consists of 2 main parts:

• application (should include basic data, activity, vehicles, site information, details of environmental impacts on different environmental elements: noise, air, water, soil, wildlife, waste production)
• annexes (environmental insurance, traffic license copies, driving licenses, etc.)

The official fee for waste transportation license (VAT is not included) is 120,000 HUF for non-hazardous waste and 180,000 HUF for hazardous waste, which must be transferred before the application is submitted. In case of a joint application for hazardous and non-hazardous waste, usually one license is issued, the above charges in this case will be added (300.000 Ft).

When submitting the application for a permit, it is also necessary to attach a document certifying the waste management expertise to the application.

The environmental authority reviews the application within 60 days. During the 60 days, the environmental authority if necessary addresses the competent authorities (usually the Department of Public Health and Disaster Management Water Resources), and/or requires missing information from the applicant if needed (one has up to 15 days for shortcomings to submit).

Due to the scarcity of time for completion, the complexity of the application and the need for a specialist license, it is advisable to prepare a waste transfer license application with an expert.
