Waste can be transported to or from Italy only with an Italian waste transportation license (so called ALBO license). Companies are recommended to apply for category 6 license to get it, which entitles the company to cross-border waste transport in Italy (both directions).

Licensing

Application for the Italian waste transport license can be submitted only electronically via the so-called „Agest Telematico”. When registering, it is necessary to select licensing authority (by province). Earlier it was important for the Italian location of the company’s site. At present, however (if the company has a PEC email address), the license application may be submitted to any Italian provincial authority. The licensing requirement system in Italy slightly differs from province to province even though it is based on the same legislation.

The license entitles the carrier to cross Italian border while transporting waste on the whole territory of Italy.

License application

To get an italian waste transportation license is performed in several steps:

1. Requesting PEC e-mail address (this is required for a license application if the company does not have an Italian site, we can help in this as well)
2. Registration to the „Agest Telematico” licensing system
3. Compilation of statements (company data, executive data, criminal record, vehicle data features, waste list and physical states, etc.)
4. Data uploading to the electronic system (including attachments)
5. Application submission by paying administrative fees together with additional statement
6. Italian waste transportation permit downloading (subject to fee payment) in case authority approved the application after its consideration

 +1:     Lots of submitted attachments (depending on the licensing provincial authority) should be officially translated and apostilled according to the exact rules of the home country.

If there is no (serious) deficiency it takes about 1.5 months for the authority to approve an italian waste transportation license. The license is valid for 5 years.

Administrative fee

The license fee (regardless of the number of vehicles and the hazard of the waste) is constant. When applying, 16 + 90 euros are to be paid.  When transportation permit is ready, one must pay again to download the license. This time, EUR 16 + EUR 168 (concession fee) plus the annual fee for the remaining year should be paid. Fees can be paid by a corporate bank card, except for 168 euros, which is to be transferred to bank account.

After obtaining a license, an annual fee is paid. Annual fee depends on the planned transported quantity of waste (but not depends on the number of vehicles!) according to the following table (the fee is the part of the yearly fee, depending on the rest part of the year).
