According to the Hungarian legislation certain activities capable of having a significant influence on the environment should be licensed through complex environmental permit procedure. These permits may precede "usual" permissions (for e.g. preliminary examination) or even partially replace them (for e.g. single environmental permit).

In the course of complex environmental permit procedure the environmental state of the designed site needs to be thoroughly inspected as well as the environmental impacts generated during the planned activity must be carefully estimated. The documentation submitted to the authority must cover air quality, water quality, soil quality, noise exposure, wildlife and waste-management as well.

Complex environmental procedures can be as follows:

• preliminary examination
• Integrated Environmental Permit (IPPC)
• environmental revision
• environmental impact assessment
• environmental licensing
